Moscow thinks Ukraine has no grounds to refer to the memorandum on security guarantees, related with Ukraine's joining of the Nuclear Non-Proliferation Treaty, in the gas dispute with Russia.
The memorandum was signed by Russia, Britain, the United States and Ukraine in Budapest on December 5, 1994.
"We think Ukraine's reference to the Budapest memorandum is absolutely groundless," the Russian Foreign Ministry's Information and Press Department said in a release on Wednesday.
