Russian Prime Minister Mikhail Fradkov has appointed NOMOS bank president Igor Finogenov as aide to the finance minister.
In his new capacity, Finogenov will oversee the establishment of the Russian-Kazakh Eurasian Development Bank, subsequently taking its helm.
In mid-2005, President Vladimir Putin and Kazakh President Nursultan Nazarbayev agreed to speed up work on founding a Russian-Kazakh interstate bank. It may begin operations already next December. The bank will have a capital of $1.5 billion, headquarters in Almaty and a branch in St. Petersburg.
