Cargo moving from the Kaliningrad Region to Russia via the territory of Lithuania will not be subject to any transit duties and tariffs, save administrative duties, the head of the department responsible for trade negotiations with Russia's Ministry of Economic Development and Trade, Maksim Medvedkov, told reporters on Tuesday [27 April].
Kaliningrad is Russia's exclave that borders on Poland and Lithuania. Poland and Lithuania are to join the EU on 1 May. The administrative duties should only cover the administrative costs and bring no profits, he said. Restrictions on transit cargo will only be due to security, health protection and copyright and industry protection reasons, he said, adding that those requirements are nondiscriminatory and apply to cargo from all countries.
