Ukrainian President Viktor Yushchenko is set to declare an “amnesty for capital” to make the economy more transparent, his press service told RBC. “We are ready to issue an amnesty for capital and a fiscal amnesty, but in return, we want de-shadowing of the economy,” Yushchenko said. The new leader said Ukraine’s authorities sought redefined policy towards domestic and international business, refuting persecution, developing clear rules for relations with regulatory agencies, reviewing agency functions and introducing administrative reform. Officials would review policy on state property, transferring to local administrations assets for local management, the president said. Meeting for its first session, Ukraine’s new government resolved to return the country’s largest metal works, the Krivorozhstal steel company, into state ownership. All documents on its privatization will be cancelled, and a new auction held.
