Expanding of information society network is hampered in the sewerage

At the beginning of May Skaineta, UAB (99, 7 % of the shares belongs to Penki kontinentai Group), which implements the significant information society promotion project, has faced the obstacles. Skaineta, UAB lays an information network "Skynet" in the number of the micro districts of Vilnius (Ðeðkinë, Fabijoniðkës, Paðilaièiai; Justiniðkës and Vilnius centre are also in the future plans). The families, the companies, the schools, the police offices, household institutions are being connected to "Skynet" network. Paying no regard to the rent agreement, since the 9th of May the employee of Vilniaus energija, UAB refused to let the employee of Skaineta, UAB into the sewer, where the optical cable is. The vice-president of Vilniaus energija, UAB Linas Samuolis says it has been decided to hold an inventory taking at that time. Because of this incident the laying of "Skynet" network has been stopped. At that period of time Skaineta, UAB had not only to pay salary to its employee, but also for the rent of the sewerage. Furthermore, the company was obliged to the residents of the mentioned regions. Besides, L. Samuolis heaps reproaches on Skaineta for paying less than need rent fee. Worldwide fee for the rent depends on the rented space. Vilniaus energija, UAB began to demand fee not for the rent of the pipe in which the cables are laid but for the number of the cables in the pipe. It is a shame that Vilniaus energija, UAB decided to hold an inventory taking exactly at the same time when "Skynet" network was expanded between the two parts of Fabijoniðkës micro district and the plan for laying the network in Paðilaièiai micro district has been endorsed. According to Idrak Dadaðov, the General Director of Penki kontinentai group, it is painful that primarily for the humanitarian purposes implemented project is not appreciated. During the last three years number of organizations were connected to "Skynet" network for free - Ðeðkinë polyclinic, Ðeðkinë Municipality, household companies Fabeta and Ðilëja, two secondary schools and the 3rd Constructors' Higher School, the 6th police office, an electoral staff of one of the candidates to the Seimas. Thus, the network is significant for all society stratums. Vilniaus energija, UAB should understand that the project is implemented for the humanitarian purposes and instead of obstructing its implementation, it should endorse to its furtherance. It’s anybody’s guess what the reasons of such activities of Vilniaus energija, UAB are. Vilniaus energija, UAB is indirectly related with Rubikon apskaitos sistemos, UAB business. According to the lawyers, it has been found out that Rubikon apskaitos sistemos are negotiating with the small shareholders of Skaineta who have got 0,15% of the shares on acquisition of those shares in dishonest ways. Data of electricity and heat counters could be transmitted to one database via the network. House administration companies or the employee of the house communities as well as public utilities’ providers could have an access to that database. This could simplify the work of the mentioned organisations. Technically Skaineta can lay the optical network from 70 up to 90 % of the micro districts. Rolandas Jankauskas, Director of Rubikon apskaitos sistemos says that today the company uses GSM connection for data transmission and step-by-step passes to data transmission using GPRS modems. According to Rolandas Jankauskas, GPRS modems are the most suitable mean for data transmission in their case. But data transmission through optical cable network (100 Mb/s) is much faster than using GPRS modems (average is 14 Kb/s). Optical cable network would not only let transmit the data efficiently but also let liable institutions view it via the Internet from anywhere. Furthermore, as the network has already been laid no additional expenses are required. 1,5 km of the optical cable, which belonged to Skaineta, UAB was stolen from the sewer. The employee of Vilniaus energija, UAB only can enter the sewer. The incident was registered on the 30th of May and is being investigated by the police.
